Virginia House of Delegates Unanimously Approves Delegate Mark Keam's Bill to Ensure Proper Use of Taxpayer Dollars

RICHMOND, VA — Delegate Mark Keam's House Bill 1123 designed to account for proper expenditure of taxpayer funds was unanimously approved (100-0) today by the Virginia House of Delegates.

Virginia law currently allows for state-funded compensation to be awarded to any person who is convicted of a felony and is subsequently found to have been wrongfully incarcerated for that conviction. However, a person becomes ineligible to receive further state payments if that person is subsequently convicted of a felony or is incarcerated.

The current law does not specify a way for the State Treasurer to determine if subsequent events such as a felony conviction or incarceration have occurred. Delegate Keam's HB 1123 authorizes the State Treasurer to access criminal history databases to ascertain this information.

This change in the law was requested by Governor Bob McDonnell's Administration as a common-sense and efficient way to ensure that state compensation funds are provided only to eligible persons.

Delegate Keam serves on the Leadership Team of the Virginia Prisoner and Juvenile Offender Re-entry Council, created by Gov. McDonnell in 2010.

HB 1123 will now advance to the Virginia Senate for further consideration.
